The contractor shall be required to commence work under this contract within 10 calendar days after receipt of notice to proceed or order for specific work items, prosecute the work diligently, and complete the entire work ready for use not later than October 29, 2027. The time stated for completion shall include final cleanup of the premises.

Payment will be made by the Invoice Processing Platform (IPP): all invoices must be submitted electronically through the Invoice Processing Platform via www. ***. *. * invoices for non-monetary stewardship credits must be submitted to the Forest COR via email.

The government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: technical approach, relevant past performance, benefit to local community and price. Technical approach is significantly more important than relevant past performance, which is significantly more important than benefit to the local community.

The acquisition is set aside for women-owned small business (WOSB) and is unrestricted. The NAICS code is **** Logging with a size standard of 500 employees. Only current BPA holders will be eligible to submit quotes.

The contractor shall be held liable for all damages and for all costs incurred by the government for labor, subsistence, equipment, supplies, and transportation deemed necessary to control or suppress a fire set or caused by the contractor or the contractor's agents, subcontractors, or employees, subject to fire classifications. The contractor agrees to reimburse the Forest Service for the cost of each operations fire, subject to a maximum dollar amount of $33,200.

An organized site visit is scheduled to view the project area and discuss the objectives of this contract. Participants shall meet at the Lake Tahoe Basin Management Unit Supervisor's Office at 35 College Drive, South Lake Tahoe, CA ****, and from there, participants shall travel to view the contract area. The date is Tuesday, May 12, 2026, at 11:00 AM.

Protests must be filed within the timeframes specified in FAR 33. 104. The agency's goal is to resolve protests within 35 calendar days from the date of filing.

The bid notice states that products that are not purchased directly from the original equipment manufacturer (OEM) or original component manufacturer (OCM) must be purchased only from a franchised licensed distributor of the product being offered, and the distributor must ensure traceability of all products to the original equipment manufacturer by identifying the original manufacturer for each lot date code on the certificate of conformance. The distributor must provide a copy of the manufacturer's certificate for the lot number being supplied, along with their franchised distributor certification. The distributor must not use unapproved brokers. Vendors must be registered in the System for Award Management (SAM) with their Unique Entity ID (UEI). Foreign vendors are not required to be registered in SAM but must fill out an AMS form 050 enclosure B when applicable.

The closing date and time for receiving your quote is by COB 20 April 2026, and no late quotes will be accepted.

The embassy issues only fixed priced contracts, and payment will be made via EFT within 30 calendar days after delivery of goods and/or services and receipt of invoice, whichever is later.

All parties must be registered in System for Award Management (www. ***. *. *) and complete the attached NDAA form.

A site visit can be arranged for inspection of the facility, in order to refine the requirement. All interested parties must send their request for the site visit to ***@***. *. * or ***@***. *. * with reference ****.

The delivery of equipment shall be within sixty (60) days of award. See attachment A for details concerning delivery dates.

The bid notice specifies a two-year warranty on each of the supplied handheld X-ray scanners, as per detailed specifications found in section 3. 2. 4 of the sow.

The government contemplates the award of a firm, fixed price contract. Award will be made on an all or none basis. Award will be made to the lowest priced, technically acceptable, responsible quoter.

Offerors must have an active federal government contracts registration in the System for Award Management (SAM) when submitting an offer or quotation in response to this solicitation and at the time of award. Past performance requires a list of at least three (3) contracts of similar or superior characteristics to those of this project, with a value greater than USD 50,000 each, including contact information.
