This solicitation is for the procurement of aircraft components that are commercial items. Offerors must provide documentation supporting the commerciality of the offered items, including commercial product descriptions, technical specifications, sales history, catalog pricing, sales invoices, or purchase orders to non-government customers, published price lists, or marketing materials. Offered components must meet the government's form, fit, and function requirements. Submissions must include datasheets, drawings, or specifications demonstrating compliance with performance requirements. Vendors must certify that all components are new, unused, and conform to commercial standards. Traceability documentation is required. All components delivered under this contract shall be accompanied by a properly executed FAA Form **** Authorized Release Certificate. A standard commercial warranty must be provided. Components must be labeled with the part number, manufacturer's name or cage code, and lot or serial number. Offers received from sources which are not government-approved sources of supply will be deemed technically unacceptable. Distributors of approved sources must submit a copy of their authorized distributor letter to the buyer point of contact. Only newly manufactured spares are acceptable. Refurbished, remanufactured, or repaired material will not be acceptable. This is a FMS requirement: NavSup WSS code N2 has determined that the requirements at DFARS **** which mandates the use of DFARS clause **** item unique identification and valuation in all solicitations and contracts, be deleted from all non-CLSSA FMS spares requirements processed by NavSup WSS and DLA Aviation. The affected parts are wholly owned by FMS customer countries and are not covered by cooperative logistics supply support arrangement CLSSA, these same assets will be delivered to the customer country for their sole use. The FMS customer countries retain ownership of their parts throughout the assets lifecycle. These parts will never be owned by the U. S. government and will never be entered into the DOD supply chain.
