The winning bidder will assist the town in updating the existing master plan and developing a strategic implementation plan through public workshops and surveys. The scope of work includes field reviews, base plan updates, master plan updates, concept reviews, and public meetings. Additional meetings beyond the scope of work will be paid separately.

This tender is for grounds maintenance services at Osan Air Base, Korea, for one base year with four 12-month option years. The contractor must submit a monthly schedule to the COR 3 business days before the start of the relevant month. The contract includes provisions for holidays, hours of operation, escorts, security, and access. The contractor must have a valid construction business registration in Korea and at least three years of experience in the same type of services for an equivalent area. Subcontracting is not allowed unless authorized in the contract. A phase-in period is included for the new contractor to transition into operations. The government will provide facilities, utilities, and security services. The contractor is responsible for disposing of waste off the installation. The contractor must complete IWATCHEAGLE EYESAT level 1 training within 30 calendar days of contract award. The contractor must practice operations security (OPSEC). Environmental requirements, including hazardous materials handling and spill control, are also detailed.
