The project requires a contractor registered by the Contractors Registration Board Tanzania (CRB) with Class 6 or above experience in civil and building works. All materials must be approved by the contracting officer representative (COR) before use. The project duration is estimated at 90 working days. The contract is a firm fixed price turnkey project. The contractor is responsible for all labor, materials, tools, equipment, and safety measures. A comprehensive safety plan and emergency response plan must be submitted within 3 days of contract award. The contractor warrants that all work will be free from defects for one year after completion.

The contractor shall guarantee that all work performed will be free from all defects in workmanship and materials and that all installation will provide the capacities and characteristics specified. The contract further guarantees that if, during a period of one year from the date of the certificate of completion and acceptance of the work, any such defects will be repaired by the contractor at his expenses.
The U. S. government intends to award a contract purchase order to the responsible offeror submitting the lowest priced, technically acceptable offer. Award may be made based on initial proposals without discussions however, the government reserves the right to conduct discussions if determined necessary.
Offerorsquoters must be technically qualified and financially responsible to perform the work described in this solicitation. At a minimum, each offerorquoter must meet the following requirements: be able to understand written and spoken english. have an established business with a permanent address and telephone listing in tanzania. the offeror shall provide proof of sam registration to include the active sam status and uei number be able to demonstrate prior construction experience with suitable references. have the necessary personnel, equipment and financial resources available to perform the work. have all licenses and permits required by local law. meet all local insurance requirements. have the ability to obtain or to post adequate performance security, such as bonds, irrevocable letters of credit or guarantees issued by a reputable financial institution. have no adverse criminal record and have no political or business affiliation which could be considered contrary to the interests of the united states.
If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay to the government as liquidated damages, the sum of one percent 1 for each calendar day of delay.
