The county seeks CM at Risk services for a new special purpose facility project comprising a detention facility and an accelerated housing component. The CM must provide comprehensive preconstruction and construction services. A preproposal conference is scheduled for September 1, 2026, and a mandatory site visit will follow. Proposals are due by September 25, 2026. The initial term is five years, with one two-year renewal option. The county reserves the right to award to the most advantageous proposer.
The accelerated housing component is targeted for completion within sixteen to eighteen months after award of the cmar contract.
The successful proposer must assume full responsibility for providing warranty service on all goods, materials, or equipment provided to the county with warranty coverage.
The county will award the project to the most advantageous proposer based on the cost and the evaluation factors set forth in the rfp.
Proposers must submit required licenses and certifications, and the county requires an executed NDA for those reviewing confidential project information.
For each calendar day work remains uncompleted after the time allowed, the contractor shall pay the county the sum of 22,**** per day not as a penalty but as liquidated damages.
Attendance at the project site visit is mandatory, and proposers who do not participate in the mandatory project site visit will be precluded from contract award.
Protests must be submitted in writing to the purchasing agent after the date that the specific bid or proposal is submitted.
Submitting more than one proposal by the same firm for the same work may be grounds for disqualification of a proposer and the rejection of the proposal.
The total preliminary construction budget is approximately 750 million.
