This is a solicitation for construction services to correct facility condition assessment deficiencies at the Tucson CMOP. The project includes electrical system upgrades, fuel storage capacity increase, dock and compactor modifications, HVAC, and roofing replacement (Option 2). The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Proposals are due by June 10, 2026. A mandatory site visit is scheduled for May 20, 2026. The period of performance for this project is 365 calendar days after notice to proceed.
Payment will be made by the Department of Veterans Affairs.
A warranty management plan must be provided at least thirty (30) days before the planned pre-warranty conference.
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, evaluating price, technical qualifications of proposed staffing, and past performance.
Offerors must be certified in SBA VetCert and registered in SAM. gov. Key personnel require specific experience and certifications, including a Project Manager with 5 years of experience, a QC Manager with USACE CQM certification, and an SSHO with OSHA 30-hour certification.
A mandatory site visit is scheduled for Wednesday, May 20th, 2026, at 11:00 am local time. Participants will meet at the Tucson Consolidated Mail Outpatient Pharmacy (CMOP).

Failure to provide required documentation, meet minimum qualifications for key personnel, or submit required bonds by the proposal closing date may result in disqualification.
