Applicants must submit an application detailing a proposal addressing all components of the scope of services and deliverables in the grant contract, including project management and implementation capacity, data integrity, monitoring systems, statewide capacity, relevant experience, training delivery, technical assistance, and accountability.
If the grantee fails to properly perform its obligations or violates any terms of the grant contract, the state has the right to immediately terminate the contract and withhold payments.
