Simi Valley Unified School District is seeking a qualified firm to update its Facilities Master Plan (FMP). The scope includes a comprehensive assessment of existing facilities, development of a digital, living FMP, and strategies for modernization, rehabilitation, and new construction. The plan should enhance sustainability and energy efficiency, and position the district for funding opportunities. Key deliverables include a digital asset database, prioritized maintenance plan, cost estimates, and integration with a work order system. The selected firm will be ineligible for design services on projects derived from the FMP. Proposals are due July 29, 2026.
The proposal submission deadline is July 29, 2026, by 2:00 PM.
Payment schedules will be based on the completion of identified tasks during the contract term. Software, licensing, and platform costs are to be included in the base fee or identified as separate ongoing costs.
The selection will be based on qualifications and demonstrated competence, including relevant experience with public agencies and a proven track record. Specific evaluation criteria include firm information, experience, references, personnel, approach, facilities assessment, deferred maintenance plan, sample FMP report, cost estimating, project selection, database and work order integration, training, interview quality, proposed fee, and rates for additional work.
Firms must be highly qualified and experienced in school planning or architectural services. They must demonstrate competence in site evaluation, creating usable facilities assessments, cost estimating, and developing master plans within a political environment. Experience with K12 projects and school district administration is required.
Any contact with district employees, board members, or consultants regarding the RFQP, selection process, or award of contract will be grounds for immediate disqualification.
Responding firms must include at least one sample of a recently completed digital facilities master plan prepared for a K12 public school district or similar public agency. A sample demonstrating the integration of a work order system is also required.
Disqualification may occur for prohibited communications with district staff or board members, failure to include required statements (e. g. , conflict of interest), or submitting proposals after the deadline.
