They must also meet special standards of responsibility, including an experience modification rate (EMR) of 1. 0 or less and no more than three serious, one repeat, or one willful OSHA or EPA violations in the past 3 years.
The contractor is liable to VA for liquidated damages in the event of a data breach or privacy incident involving sensitive personal information.
