The period of performance for the contract base is twelve months from 1 April 2026 through 31 March 2027. OAA requires three option years on this contract.

Payment will be made monthly in accordance with the applicable period of performance. The contractor must use Wide Area Work Flow (WAWF) to process all invoices.

The contractor shall provide a warranty that shall be in effect for the life of the contract and the objective product delivers 100% of its functionality and is in daily use. The contractor shall provide onsite warranty and maintenance support for the entire ACS.

Contractor personnel performing work must have a valid form of government-issued identification satisfying requirements to gain entry onto Fort Belvoir. Access to the installation will require a background check prior to approval.

If the contractor fails or refuses to comply promptly with a notice of noncompliance, the KO may issue an order stopping all or part of the work until corrective actions are taken. No part of the time lost due to any such stop orders shall be made the subject of a claim for extension of time, or for excess time of damage by the contractor unless it was later determined that the contractor was in compliance.

Quotations must be submitted to the Purchasing Office, 3rd floor, City Hall, 777 Cypress Avenue, Redding, California **** prior to 2:00 p. m. PT, Thursday, June 11, 2026. Quotes received after this time and date will not be accepted or considered.

The City agrees to pay the tow operator monthly in arrears for services provided upon receipt of an itemized invoice. Payment terms are net 30 unless otherwise agreed to by both parties.

Award of contracts shall be based on tow operator's overall evaluated total compliance with the requirements of the specifications, terms, and conditions, ability to provide required insurance certificates, past experience in vehicle tow, years of service, and vehicle and equipment resources.

Only those tow operators who are qualified and are, or have been, established in the business of providing vehicle tow services are invited to submit bids. The City of Redding will not accept a bid from a vendor who does not submit a copy of their current licenses to perform towing services, a reference form, and a company profile form.

The cutoff date and time for receiving questions regarding this bid is 5:00 p. m. PT, on Thursday, May 28, 2026.

Failure to acknowledge any addenda issued may cause the bid to be considered nonresponsive.

The bid response deadline is May 22, 2026, at 12:00 PM CT, and bids must be received by the system prior to this deadline.

The bid requires a current certificate of liability insurance including workers compensation, a signed authorization of work affidavit, and three references for similar services. New vendors must register in the UCM Supplier Management System if awarded a contract.

The bid does not require sample submission.
