This is a solicitation for a Land Management Integrated Resources BPA (LMIR) for a 10-year period. The BPA will include a variety of work, including professional services, natural resources restoration, engineering, project management, NEPA compliance, communications, and more. Contractors should use the most current version of the solicitation (amendment 5, dated 03/31/2025). Current awardees are listed on the LMIR BPA website (www. ***. *. *). The solicitation is open and continuous, allowing for the addition of vendors as needed. Contractors are not required to submit pricing for every item, only the ones they choose, and are not required to mark every location on the spreadsheet. The period of performance is from early spring 2023 through early spring 2033, and the work can be utilized on all forests and grasslands and is available for all federal agencies to utilize. Previous amendments include updates to scopes, location options, and evaluation verbiage (amendment 4, dated 03/21/2024), response due date (amendment 3, dated 03/16/2023), and adding Q&A and meeting information (amendment 2, dated 01/27/2023). The BCLH Stewardship IRS-C Phase 3 project involves natural resource conservation and road maintenance in the Willamette National Forest. The project is located approximately 1 to 5 miles west of Detroit, OR, within the burn scars of the Beachie Creek and Lionshead fires. The contract period is from the date of award through October 15, 2029. Staggered deadlines apply to the mandatory and optional work. Fish logs shall be delivered to the designated deck locations not later than October 15, 2026. A site visit is scheduled for April 1, 2025, at 10:00 AM PDT at the Detroit Ranger Station. Contractors must email Karen Ruklic by noon on Monday, March 31, 2025, if they plan to attend. A supplemental environmental assessment (EA) is underway to reduce risks to forest workers, with an anticipated decision date in spring 2025. The contract will be awarded using a best value source selection method. Technical proposals are required. A bid bond or other acceptable bid guarantee valued at 20% of the construction total price offered (all mandatory and optional items combined) shall be required and submitted with the initial offer. Payment and performance bonds valued at 100% of the total construction price shall be required from the contract awardee. Service Contract Act and Construction (Davis-Bacon) wage determinations apply. Interested contractors are urged to examine the individual contract areas and make their own estimates. Approved LiDAR and RAV data has been used to determine volume on the BCLH Stewardship IRS-C Phase 3.
