The provider can be an accredited learning institution, manufacturer, certified repair station or consultant with extensive experience delivering training related to the maintenance and repair of composite aircraft materials. Instructors must have at least 3 years of documented experience in delivering training related to maintenance and repair of composite aircraft structures, 3 years of prior experience related to the proper use of OEM structural repair manuals, and prior experience related to the proper handling of hazardous materials. At least one instructor must hold an FAA airframe or airframe and powerplant mechanic certificate. Proposals will be evaluated on relevant qualifications and certifications, experience performing similar services, ability to meet district scheduling and reporting requirements, cost proposal, and responsiveness to RFP requirements.

Contractors must be accredited by the International Accreditation Service (IAS), or an equivalent nationally recognized accreditation body, specifically for the inspection, testing, and certification of fire apparatus ground ladders and aerial devices.

Protests based on any alleged defect with the RFP will be considered waived and invalid unless the proposer brings the alleged defect to the attention of the district, in writing, by the deadline for questions (July 22, 2026).

Providing incorrect information that the proposer knew or should have known was materially incorrect can lead to disqualification.

Payment requests and receiving reports are to be submitted electronically via the Wide Area Workflow (WAWF) system. A two-day onsite visit by a qualified field service technician is required for installation and calibration. The contractor shall provide a qualified field service technician to perform a twoday onsite visit to the navair facility.

Contractor personnel must be qualified and experienced, with specific requirements for program managers, supervisors, divers, and support staff. Personnel must be able to obtain clearance to access ships and may need to visit overseas locations.

Unsatisfactory performance will be documented in CPARS. Deductions may be made from the contract dollar value for late deliverables, incomplete or inaccurate deliverables, and unqualified personnel.

Ship and base access is required for pre-award ship visits and contract performance. Vendors must complete a Navy installation access form and provide a list of visiting personnel.

Failure to meet performance requirement standards is a major nonconformance that can impact mission, safety, environment, performance quality, schedule, and cost. Unsatisfactory performance can lead to deductions or termination for cause.
