Large businesses must submit a subcontracting plan in accordance with FAR **** and comply with FAR clause 52. 219-9. The subcontracting plan is required if the estimated cost of the contract may exceed $900,000 or $2,000,000 for construction. Small businesses are excluded from this requirement.
