The period of performance for the base contract is from 09/17/2026 to 09/16/2027. There are four option years, each for 365 calendar days.

The contractor shall submit an invoice in arrears for services rendered. Invoices will be verified for accuracy by the Contracting Officer's Representative (COR) prior to certification of payment.

Contractor personnel must pass background checks and obtain visitor passes to access the installation. Failure to comply may result in contract termination.

The contractor shall be responsible for any damage to government and/or personal property, which must be repaired or replaced at no additional cost to the government. There is no limitation on the contractor's liability for damages.

Failure to comply with contractor personnel security requirements may result in termination of the contract for default. Misconduct or unacceptable performance can lead to removal from the cemetery.

The response due date remains June 30, 2026, at 1:00 p. m. central daylight time.

Payment for stored materials is subject to FAR **** and VA policies, e. g. , off-site storage approvals, title vesting.

Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for nonprice factors, using the Lowest Price Technically Acceptable (LPTA) source selection process.

To be eligible for award, the offeror must be registered at SAM. gov with completed electronic annual representations and certifications and vetcert. sba. gov, and must comply with **** federal contractor veterans employment report requirements.

Failure to meet all solicitation requirements, including terms and conditions, representations and certifications, and all identified evaluation factors, may result in an offer being ineligible for award.

The magnitude of construction is between $5,000,000 and $10,000,000.

Proposals must be received by 5 PM on July 31, 2026. deadline for receipt of proposals july 31, 2026 5 p. m.

Proposers must have and maintain all required federal, state, and local licenses. successful proposer must have and maintain at all times during the existence of any contract any and all required federal, state, andor local licenses as considered necessary with respect to the services covered by the proposal.

The center may terminate the contract within 30 days with written notice if the proposer does not meet contract requirements. should the proposer not meet the requirements of the contract, the center may terminate the contract within thirty 30 days with written notice.
