This is a total SDVOSB set-aside solicitation for wheelchair transport services. Offers must be submitted electronically to the Contracting Officer by 12:00 PM CST on November 21, 2025. The government will award a contract using the lowest price technically acceptable process. The technical proposal must include a narrative detailing the ability to complete all tasks, a detailed quality control and assurance plan, and information regarding subcontractors and compliance with vehicle maintenance files. Past performance references are required. Questions must be submitted via email by 12:00 PM CST, November 13, 2025. The contract is a firm-fixed-price, base plus four option years IDIQ contract.
The solicitation states that the contractor shall provide service seven 7 days a week including all holidays, 24 hours per day for the term of this contract. The contractor shall provide the va with a method of contacting them 24hours per day.
Invoices will be handled in accordance with the prompt payment act 31 **** and office of management and budget omb prompt payment regulations at 5 cfr part ****.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
The government will award a contract using the lowest price technically acceptable process, where the nonprice factors are evaluated on an acceptable/unacceptable basis. Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.
The technical offer will primarily determine the qualifications and ability of the offeror to furnish the services called for by this solicitation. It should be specific and complete in every detail.
If the contractors vehicle fails to arrive at the prescribed destination within one 1 hour after receiving a request on an order, mvahcs reserves the right to obtain the service from another source and to charge the contractor with any excess cost which may result therefrom. If no other vendor is available, a deduction in the amount of ten percent 10 of the base rate charge may be assessed per every quarter hour 15 minutes more than the allowable response time 1 hour.
