Invoices are payable in accordance with NHCC's standard payment procedures following receipt of a proper invoice and supporting documentation. No late fees, finance charges, or interest will apply unless expressly agreed in the final written contract.

Proposals will be evaluated based on cost effectiveness and overall financial value (30%), relevant healthcare water management experience and qualifications (25%), quality and completeness of the proposed technical approach, deliverables, and implementation plan (25%), and staffing, responsiveness, and ability to support NHCC operational needs (20%).

The vendor must be ISO **** certified, licensed to do business in Nassau County and New York State, have experience developing healthcare water management programs, knowledge of ASHRAE 188 and CDC guidance, experience with Legionella risk management, relevant certifications/licenses, and availability for onsite work. References from at least three healthcare clients are required.

If the contractor fails to correct a deficiency within 15 days of written notice, NHCC may deduct an amount from the invoice. If services continue to be performed unsatisfactorily, NHCC may arrange for the work to be performed by another contractor, and the cost may be deducted from monies due.

An optional site walkthrough will be held on June 29, 2026, at 10:00 a. m. at the NUMC main lobby information desk.

Proposals that are incomplete or fail to meet specified requirements may be rejected without review. Violations of State Finance Law sections 139j and 139k can lead to disqualification from eligibility for an award.
