The solicitation is for the replacement of the existing daytank pump with a new pump system on generator 1 at the U. S. Embassy in Singapore. The contractor must furnish all labor, supervision, materials, equipment, tools, fabrication, transportation, permits, coordination, and technical services necessary to remove the existing generator bellytank pump system and install a new dual-pump fuel transfer system. The offeror must submit their proposal electronically with the subject line RFP **** Replacement of Generator 1 Existing Daytank Pump to ***@***. *. * by March 16, 2026, at 16:30 local Singapore time. The offeror must be registered in the System for Award Management (SAM) database. A site visit is scheduled for February 24, 2026, at **** hours local time. The government intends to award a firm fixed price contract to the responsible offeror submitting the lowest priced, technically acceptable offer. The contractor shall begin performance within 21 calendar days and complete it within 30 calendar days after receiving award, notice to proceed. The offer must remain valid for 90 calendar days from the closing date of the solicitation. The contractor shall furnish performance and payment protection as described in **** in the amount of 50 of the contract price if the contract prices exceeds USD150, 000 or the equivalent amount in singapore dollars at the exchange rate in effect on the date of award. The contractor shall provide the information required by the paragraph above within ten 10 calendar days after award. Failure to timely submit the required security may result in rescinding or termination of the contract by the government.
The contractor must complete the work within 30 calendar days after the date the contractor commences work as outlined in the notice to proceed.
Requests for payment may be submitted no more frequently than monthly. Payment requests shall cover the value of labor and materials completed and in place, including a prorated portion of overhead and profit. The 14 day period identified in far **** is hereby changed to 30 days.
The contractor shall provide written warranty documentation for a minimum period of one 1 year from the date of final acceptance.
Award will be made to the lowest priced, acceptable, responsible offeror.
Offerors must be echnically qualified and financially responsible to perform the work described in this solicitation.
If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of sgd 300 for each calendar day of delay until the work is completed or accepted.
