The City of Jersey City is seeking bids for the replacement of HVAC equipment at the Pershing Field Complex. This is a replacement-only project, not a maintenance or repair contract. Bidders must visit the site before submitting a bid. Proposals are due by July 14, 2026, at 11:00 AM. Bid documents can be downloaded from bidnetdirect. com. A bid bond or certified check for 10% of the bid, not exceeding $20,****, is required. Compliance with equal employment opportunity and affirmative action programs is mandatory. All bids must be submitted to the dedicated lockbox at 280 Grove Street, Jersey City, NJ ****.
Proposals must be received by the purchasing agent no later than 11:00 a. m. on Tuesday, July 14, 2026.
Invoices are to be issued on or before the first of each month for approval by the municipal council on the fourth Wednesday of the month invoiced. Invoices for payments shall be submitted to the director or hisher designee.
The contract term is one year commencing ten days after the contract is awarded. The contractor shall make good all material damaged or destroyed before the final acceptance, the cost thereof shall be included in the prices bid for the various items scheduled in the bid proposal.
The contract, if awarded, will be awarded to the lowest responsible, qualified bidder whose bid complies with the requirements as stated herein.
Bidders are required to comply with the requirements of N. J. S. A. 10:5-31 et seq. and N. J. A. C. 17:27, including equal employment opportunity and affirmative action programs. Contractors must provide copies of their business registration certificates.
The contractor shall forfeit the certified check, cashiers check or bid bond to the city as liquidated damages for such failure or refusal to furnish satisfactory insurance certificate within ten days after notice of acceptance.
Every bidder must visit the locations and carefully examine existing equipment conditions before submitting his bid. Prospective bidders may schedule a site visit by contacting Bernard Herk at ****.
The contractor shall submit all material or equipment samples, certificates, affidavits, etc. , as called for in the contract documents or upon request of the city. No such material or equipment shall be manufactured or delivered, except at the contractors own risk, until the required samples or certificates have been approved in writing by the city.
Bids from bidders who are found to be unqualified and bids not accompanied by all required and properly completed bid proposals and bid documents shall be rejected. A contractor whose lobbyist failed to comply with the provisions of ordinance 39. 1 et. seq. following notice and an opportunity to be heard, shall be disqualified from entering into contracts with the city for a period of two 2 years for each violation.
