This is a Request for Proposals (RFP) for Hawaii Homeland Security Synchronization and Integration. The State of Hawaii, Department of Business, Economic Development & Tourism, Military and Community Relations Office is seeking proposals for services that will enhance the state's homeland security capabilities. The scope of work includes conducting tabletop exercises (TTXs) to synchronize homeland security and defense response across state and federal partners, and performing an infrastructure resilience review for key civilian and military supporting systems on Oahu. Key deliverables include a master synchronization plan, TTX scripts, after-action reports (AARs), a threat-informed resilience roadmap, and a continuity and restoration capability review. The contract term is for six months, with a potential one-month extension at no cost. Proposals are due by May 13, 2026, 4:00 PM HST, via email only. Incremental payments shall be made to the awarded contractor based upon receipt of deliverables and progress reports that meet the expectations of the state.
The award will be made to the responsive and responsible offeror whose proposal is determined to be the most advantageous to the state based on the evaluation criteria: experience and capabilities (50 points), strategy and execution plan (30 points), and cost of services (20 points).
Offerors must be compliant with all laws governing entities doing business in the state, including general excise tax law, employment security law, workers compensation law, temporary disability insurance, and prepaid health care act. Compliance can be demonstrated through the Hawaii Compliance Express (HCE).
Failure to comply with the conditions of section ****, Hawaii Revised Statutes, during the period of the contract to perform services shall result in cancellation of the contract.
Any protest shall be submitted in writing within five (5) working days after the aggrieved person knows or should have known of the facts giving rise thereto, provided that a protest based upon the content of the solicitation shall be submitted in writing prior to the date set for receipt of offers.
The total contract cost shall not exceed $200,****, tax inclusive, for six months.
