Meeting Government Bids & RFPs

Proposals must be received by 11:00 a. m. CDT on Monday, July 6th, 2026.

Payment will be made within 10 days of city acceptance of final installation.

A 2-year manufacturer warranty is included.

The contract will be awarded to the lowest responsible bidder or the bidder who provides goods or services at the best value to the municipality.

Bidders must list any subcontractors and their qualifications, and ensure all subcontractors are registered with the City of Euless. References including company name, phone number, contact person, and email are required.

If the contractor fails to deliver in the quantities desired by the city within a reasonable length of time, the city reserves the right to purchase the materials from another source. In the event said purchase is made at a price higher than the bid price, the bidder shall be liable to the city for an amount not to exceed the difference between the purchase price and the bid price.

There will be no pre-bid meeting.

Any bid received after closing time will be returned unopened. Failure to comply with certain provisions may result in breach of contract and termination.

The response due date is July 08, 2025, no later than 2:00 PM CST.

The monthly service fee is a firm, fixed monthly fee charged by the contractor to fully compensate for all services and expenses. Reimbursables are purchases made and external expenses incurred by the contractor on behalf of EDT, which must be pre-approved in writing by the OOG/EDT.

Responses will be evaluated using weighted scoring criteria: Company Information and Financial Responsibility (10%), Experience, Qualifications, and References (20%), Response Content and Responsiveness (15%), Methodology of Plan of Action (30%), and Compensation Sought (25%), subject to overall best value considerations.

Account staff must have a Bachelor's degree in business administration, economics, public administration, planning or program design or related fields, with at least two years of direct experience in business and economic development or a related field. They must be proficient in English and Hebrew and demonstrate computer literacy.

Failure to comply with reporting requirements may be grounds for termination of the contract for reason of default.

The contractor will have 60 working days to install all furnishing requirements after final design determination. Delivery is estimated by 15 Sep 2026.

Payment will be made by Wide Area Workflow (WAWF) system. Specific payment request types and routing data will be provided.

The contractor shall be responsible for any damage or blemishes to the new furniture. Any substandard items shall be replaced at no cost.

The government will award to the responsible offeror whose quote is most advantageous, considering price and non-price factors, with technical capability being an acceptable/unacceptable basis.

Offerors must be registered in the System for Award Management (SAM) database prior to award. Technical capability will be evaluated on an acceptable/unacceptable basis.
