The award will be made to the responsible offeror with the lowest price that is technically acceptable. The procurement is being conducted pursuant to FAR Part 13 procedures. Evaluation factors include technical approach and understanding of the work, past performance, and price. The contract is a total small business set-aside. Various contract clauses related to labor standards, combating trafficking in persons, electronic payments, and small business subcontracting are included. Service-disabled veteran-owned small businesses (SDVOSBs) are specifically solicited.
The period of performance for this contract is from March 23, 2026, to April 10, 2026.
Payments will be made by electronic funds transfer (EFT), except in cases where EFT is not possible, in which case payment may be by check or another mutually agreeable method. The government aims to make payments within 15 days of receiving accelerated payments from the government for small business subcontractors.
The government intends to award a contract to the responsible offeror who offers the lowest price, whose quoted price is found to be reasonable, and whose quote is found to be technically acceptable when considering the non-price evaluation factors.
Technical approach and understanding of the work will be evaluated based on contractor-provided statements, arborist certification from the International Society of Arboriculture, and a resume for a certified arborist demonstrating a minimum of three years of experience as a direct supervisor of a commercial tree maintenance operation. Past performance will be evaluated based on technical qualifications on projects within the last 5 years that are comparable in size, complexity, and scope.
The contract includes clauses regarding penalties for violations such as child labor, combating trafficking in persons, and misrepresentation of small business status, which can include termination of contract, suspension, debarment, fines, and prosecution.
