Failure to enter into contract or honor the purchase order after bids have been accepted may result in removal from the city's bidders list for twelve months and pursuit of remedies available at law or in equity. once bids have been accepted by the city and closing has occurred, failure to enter into contract or honor the purchase order will be cause for removal of suppliers name from the city of fort collins bidders list for a period of twelve months from the date of the opening. the city may also pursue any remedies available at law or in equity.

Bid due date and opening date is Wednesday, July 22, 2026, at 2:30 p. m. EST.

The city shall pay the service provider, subject to any authorized deductions, the applicable prices set forth for each service authorized by the city, and delivered or performed, as the case may be, by the service provider to the satisfaction and acceptance, as appropriate, of the city. Items in dispute shall be paid upon the resolution of the dispute. The city shall not be responsible for any interest penalty or for any late payment.

A maintenance bond, in the amount of one-third (1/3) of the contract price, guaranteeing the repair or replacement caused by defective workmanship or materials for a period of one (1) year from the completion of construction.

We will make an award to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in this invitation to bid.

The contractor and subcontractor is required to provide a license for utility contracting work. Your license must be submitted with your bid. If not received your firm will be disqualified from participation.

Contractors are encouraged to visit the site.

All questions or requests for clarification must be sent via email to the purchasing specialist and are due by Thursday July 9, 2026, at 4:00 p. m. EST.

Work must be completed no later than October 15, 2026.

Any workmanship found defective before final acceptance of the work or within one year after completion shall be remedied or replaced by and at the expense of the contractor.

The formal acceptance will be of the lowest responsive bid of a responsible bidder that is within the budget available for the project.

All bidders must be responsible and prequalified bidders in accordance with **** and ****, prior to submitting a bid.

As liquidated damages, and not as a penalty, the district will deduct **** from the quoted cost for each calendar day after the contracted completion date that project completion is delayed.

A voluntary pre-bid meeting will be held on Tuesday, July 7, 2026, at 10:00 a. m. at the district's engineering office at 110 Idea Place, Sequim, WA, in the Dungeness Conference Room.

If the apparent low bidder does not meet the supplemental bidders responsibility criteria, the district shall notify the bidder in writing with the reasons for its determination. If the bidder disagrees with this determination, it may appeal the determination within 24 hours of receipt of the district's written determination by presenting additional information to the district.

The response deadline for proposals is July 21, 2026, at 02:00 PM MT.

The award will be made to the suppliers who are responsive and responsible to all administrative and technical requirements of the RFP, who have demonstrated competence and qualifications, and who receive the highest rating based upon all of the criteria set forth in the RFP, including pricing.

The proposing supplier must be properly licensed to do business in the state of Utah and demonstrate competence and qualifications in providing the required services.

CSD reserves the right to reject the low bid if the products bid are not equal to or better than the items listed on the price schedule and/or are not acceptable in appearance, durability, and performance.
