This is an addendum to the 2026 City Wards of Cleveland Public Improvement by Requirements Bridge Construction Contract. The addendum addresses contractor questions and provides updated instructions to bidders and supplemental specifications. The bid opening date has been moved to Friday, May 29, 2026, at 12:00 PM Eastern Time. Bidders must include a copy of this addendum with their bid. The contract involves various bridge construction and public improvement tasks on an as-needed basis. Key requirements include maintaining pedestrian access, providing a construction schedule, and adhering to a Project Labor Agreement. Bid discounts are available for certified local businesses and subcontractors. Bidders are also required to demonstrate good faith participation in meeting subcontractor goals.
The bid due date is Friday, May 29, 2026, at 12:00 PM Eastern Time. For task orders, the contractor shall provide a completion date and weekly schedule updates during active construction seasons. The schedule for most local street resurfacing is expected to be no more than three weeks after the beginning of milling operations, with cleanup and restoration occurring within fourteen days after the completion of the task order work.
The city reserves the right to consider all elements entering into the question of determining the responsibility of the bidder when awarding a contract. The city shall use the comparison bid amount determined by applying bid discounts for evaluation purposes only, but the actual bid amount will be used for bid approval and contract award.
Bidders must present evidence to the director, when required, that they are fully competent and have the necessary facilities and pecuniary resources to deliver the material and complete the work in a satisfactory manner and within the time specified. The city cannot approve a subcontractor whose name appears on the list of vendors ineligible to contract or subcontract with the city.
The bid bond, certified or cashiers check shall be forfeited and paid to the city as liquidated damages in case of failure to enter into contract after the bid is accepted. Failure to provide a schedule in the allocated time will be considered a delay in the completion of the work.
Bidders shall satisfy themselves as to the existing conditions of the premises where the work is to be done and of the nature of the ground at the site of the proposed work. Subject to the convenience of the city, prospective bidders may be permitted to explore the site by making borings or digging test pits at their sole expense and risk.
Before any contract is awarded, the bidder may be required to furnish a complete certified statement of the origin, composition and manufacture of any or all materials to be used in the work, together with samples, which required samples may be subjected to tests to determine their quality and fitness for work. No bid will be accepted from, or contract awarded to, any person, firm or corporation that is in arrears or is in default to the city of Cleveland upon any debt or contract, or that is a defaulter as surety or otherwise, upon obligation to said city, or has failed to perform faithfully any previous contract with the city. Any bid which is incomplete, conditional, obscure, or which contains additions not called for, or irregularities of any kind, may be cause for rejection of bid.
