Qualifications will be evaluated based on Company and Personnel Qualifications (45 points), Approach to Scope of Work (20 points), and Value/Cost of Efforts (35 points).

Minimum mandatory qualifications include a valid Rangeland Chemical Applicators License in Colorado, a valid FAA license/certificate for making applications, and a minimum of 3 years of experience in herbicide applications, including 2 years specifically using drones and/or helicopters.

If the city terminates the contract due to the contractor's breach, the contractor shall be liable for actual and consequential damages to the city.

Protests must be submitted within ten calendar days after the aggrieved person knows or should have known of the facts giving rise thereto.

Submitting qualifications after the due date and time, failing to meet minimum mandatory qualifications, or submitting incomplete responses may result in disqualification.

Proposals will be evaluated based on proposal pricing, evaluation of the preliminary work plan and scheduling, evaluation of professional qualifications and capabilities, related experience, attention to requests and requirements, and results of interview if conducted. The evaluation and award of this proposal shall be rated on the following not in any relevant order: proposal pricing for treatment implementation evaluation of the preliminary work plan and scheduling evaluation of professional qualifications and capabilities of the firm and its project management and assigned personnel to perform requested services.

Contractors must be certified pesticide applicators and follow all state and federal regulations. They must also provide evidence of facilities, equipment, and personnel, including pesticide applicator business license and proof of commercial pesticide applicator status for all employees. The contractor shall also furnish complete evidence a resume or professional services overview document that they have the facilities, equipment, personnel, etc. to complete the project.

Applications are sought from qualified nonprofit organizations.

The project will be supported by approximately $10,300,****.

Applications will be reviewed and scored to select one or more CHDOs and their proposed projects based on the criteria outlined in this NOFA.

Applicants must demonstrate the capacity to design, construct, market, and sell homes to households at or below 80 of the area median income ami and must propose a construction-ready project with evidence of site control.

The scope of work (SOW) should be completed by March 1, 2028. Full deployment of the AMI infrastructure is required no more than 20 months from the notice to proceed.

Vendor shall be compensated on a net 30 days basis after the accounts payable department has received approved invoices and associated sales/use tax certifications.

Water meters shall have a minimum of 20 years of read accuracy and performance warranty, and a 20-year battery life warranty for AMI endpoints.

Award shall be made according to best value, based on multiple factors including total cost of ownership, evaluated technical merit, vendor's past performance, and the evaluated probability of performing requirements.

Proposals will be evaluated based on technical capabilities, solution fit, implementation and schedule, hardware specifications, vendor qualification and experience, and responsiveness to maintenance requests.

The final agreement may include liquidated damages for project schedule violations.

Proposer questions are accepted until 5:00 PM EST on Friday, July 24, 2026.

Proposals not submitted by the specified date and time will not be considered and will be returned unopened. Failure to execute/sign bid prior to submittal may render bid invalid and it may be rejected.
