Responses to this IFB must be received July 10, 2026, 10:30 am.

HHS system agency will make contract payments in accordance with chapter **** of the Texas Government Code, commonly known as the Texas Prompt Payment Act.

The bidder shall have relevant experience required for the performance of the services as outlined in this IFB. The minimum experience required is three 3 years. The bidders personnel to be assigned to perform the services must be fully trained and, at minimum, have one 1 year of relevant experience.

Attendance at one site visit is mandatory. Failure to attend in person will result in the disqualification of a bidder.

Failure to attend the mandatory onsite visit will result in disqualification. Bidders not listed on the attendance log will not be permitted to submit a response.

The estimated historical spend for the same or similar services is $100,000 for the period September 1, 2022 - August 1, 2023.

The contract period is twelve 12 months from notice to proceed.

The state shall have 30 calendar days after receipt of the invoice or satisfactory performance of the services to make payment.

The contractor shall provide a one-year warranty for all work done. The contractor shall submit written warranty documentation within ten 10 working days of contract signing.

Award, if made, shall be to the responsible offeror whose offer is responsive with the lowest evaluated total sum bid price.

The offeror shall have a minimum of five consecutive years of experience immediately prior to the bid opening date in the field of window construction or repair service.

Liquidated damages are fixed at the sum of five hundred dollars $500 per calendar day per location per violation, if the contractor fails to perform in whole or in part any of their obligations specified herein.

Prospective qualified offerors are encouraged to conduct their own onsite inspections of the service areas site visitation.

A protest shall be submitted in writing within five 5 working days after the aggrieved person knows or should have known of the facts giving rise thereto provided that a protest based upon the content of the solicitation shall be submitted in writing prior to the date set for receipt of offers.

Failure to comply with the conditions of section 22. 0 during the period of the contract to perform services shall result in cancellation of the contract.

Award will be based on the lowest and best bidder, with local economic development contribution potentially being a factor. Local economic development may also be a factor used in the determiniation of the lowest and best bidder.

Vendors must be able to provide the district's schools with specified CDs. Proposals from vendors who are unable to provide the districtschools with the specified cds will not be considered in the award determination.

Proposers must be qualified grant writers and have the ability to meet the requirements, including the terms and conditions contained in this RFQ.
