Proposals are due Friday, August 14, 2026, no later than 4:30 PM Eastern.

Kent State University will endeavor to use any cash terms offered, and these could be considered in determining the final net price. The period for cash discounts commences on the date of delivery or receipt of a correctly completed invoice, whichever is later.

Vendor guarantees all products and installation against any defect. A comprehensive list of all authorized service centers must be provided by the supplier.

Selection and award of contract will be made to the vendors whose proposal, in the sole opinion of Kent State University, represents the best overall value to the university. Factors include products/services, ability to fulfill the contract, general responsibility, past performance, payment terms, and cash discounts.

Vendors must demonstrate experience in running café operations, especially in small or corporate settings, and possess professional qualifications for their staff. They must also acquire and maintain an active food service license and have ServSafe Ohio Level 2 certification.

Any breach of contract terms, including time periods, may be just cause to terminate the contract without prior notice. Termination resulting from breach could lead to suspension from proposing on future university projects for up to three years.

Requested samples necessary for evaluation must be provided without cost or obligation to Kent State University.

Proposals received after the stated date and time, or those that do not contain the required information, will be considered incomplete and unresponsive, and will be disqualified. Failure to provide adequate information in a timely manner may also lead to disqualification.

Delivery of cards must be within 2 weeks of final approval of artwork and proof. Time is of the essence for all performance deadlines for this contract since the primary use of the cards is for the 2026 holiday season commencing as early as October 2026.

The PLCB shall put forth reasonable efforts to make payment of undisputed amounts billed, less applicable credits, within 30 days of receipt of a proper invoice. The PLCB will make contract payments through automated clearing house ACH.

This will be a single award contract to the lowest responsive and responsible bidder, whose bid will be determined by the total cost for all requirements and criteria set forth in this IFB.

Bidders are required to register in the Oracle supplier portal as a non-merchandise supplier of goods and services. Failure to sign the bid form **** in accordance with these signatory requirements shall disqualify the bid.

Contractor must provide sample cards for testing magnetic swipe of each version to the PLCB issuing officer for approval within two 2 weeks of receipt of a purchase order.
