Your response must be submitted no later than September 10, 2026, by 3:00 p. m.

The owner shall make a progress payment, less any retainage, to the contractor within 30 days of the date of receipt of the contractors acceptable invoice for payment, in the amount of 50 of the contract sum upon completion of 50 of the project, in the owners sole discretion.

Contractor warrants to the owner that upon final acceptance the work shall be fit for its intended purposes, that material and equipment furnished under this contract shall be of good quality and new, that all work shall be free from defects and that all work shall conform to all of the requirements of this contract.

The successful respondent will be selected for further consideration based upon, but not limited to, the following criteria: a. quality of the response to the rfp. b. stability. c. reputation.

Contractor shall submit the follow items at a minimum: i. proposed project schedule ii. team organizational chart and contact information iii. bid form iv. insurance, current licenses, and certifications. v. up to three examples of local or applicable project experienc.

If the contractor fails to fully perform and complete the work in conformity to the provisions and conditions of the contract within the specified time limit set forth in the contract performance deadlines, including any extensions granted hereto, the contractor shall pay to the owner for each calendar day of delay until such time the contract is complete, liquidated damages at the applicable daily rate below.

There is a prebid site meeting scheduled for August 21, 2026.

The deadline for questions to rfp is August 27, 2026.

Response to the rfp received after the designated date will not be considered.

Bids must be submitted by August 13, 2026, at 2:00 p. m. at Albany City Hall. bid submission. city of albany city will accept sealed bids for its 2026 sanitary sewerand storm drain rehabilitation project project, by or before august 13, 2026, at 2: 00p. m.

Bidders must hold a valid California Class A General Engineering Contractor license and be registered with the Department of Industrial Relations. this project requires a valid california contractors license for thefollowing classifications: class a general engineering contractor.

A nonmandatory bidders conference will be held on July 27, 2026, at 2:00 pm at the Albany Public Works Building. a bldders conference will be held on july 27, 2026at 2: 00 pm, for the purpose of acquainting all prospective bidders with the contractdocuments and the worksite.

The city may not accept a bid proposal without proof that the bidder is registered with the California Department of Industrial Relations. city may not accept a bid proposal from or enter into thecontract with a bidder, without proof that the bidder is registered with the californiadepartment of industrial relations dir to perform public work under laborcode section ****.

The estimated construction cost is 1,960,000. the estimated construction cost is 1, 960, 000.

The entire work must be completed and ready for use not later than 30 actual construction working days after the notice to proceed.

Payment shall be made in local currency by electronic funds transfer (EFT) within 30 days after receipt of the proper invoice. Requests for payment may be made no more frequently than monthly.

The contractor warrants that the items delivered are merchantable and fit for the particular purpose described in the contract. Special warranties may be required as set forth in FAR ****, Warranty of Construction.

Award will be made to the lowest priced, acceptable, responsible quoter.

Offerors must be technically qualified and financially responsible, understand written and spoken English, have an established business in Kenya, possess proof of registration and authorization, have experience in similar projects, possess technical expertise and equipment, have all local licenses and permits, provide a detailed Gantt chart, meet local insurance requirements, and have no adverse criminal record or affiliations contrary to U. S. interests.

If the contractor fails to complete the work within the time specified, liquidated damages of $500 for each calendar day of delay will be assessed.

A site visit is scheduled for August 7, 2026, at the Lochab construction site. Offerors are urged and expected to inspect the site.

Failure to timely submit required security may result in rescinding or termination of the contract. Failure to provide required information for security checks may be grounds for rejection or resubmittal.

The anticipated range in price of this contract will be: $25,000 to $100,000.
