Invitation to Bid (ITB) for the field conversion project at Bob Hailey Sports Complex. The project involves converting two grass baseball infields into professional-grade softball infields. Bids are due June 23, 2026. The contract completion date is August 14, 2026. All bids must be submitted in a sealed envelope. The city reserves the right to accept or reject any bid. A non-mandatory pre-bid meeting will be held virtually on June 11, 2026.
The project must be completed no later than August 14, 2026.
Invoices are payable within thirty (30) days from receipt, provided they have been approved and contract items accepted. All invoices must clearly indicate the purchase order number.
The contractor warrants that all goods/work shall be free from defects in design and faulty or improper materials and/or workmanship, shall be in strict compliance with the terms of this agreement and shall be fit and sufficient for the purpose intended. This warranty shall be effective for a period of not less than one year from the date of acceptance.
The city reserves the right to award to the lowest responsive, responsible bidder, to award multiple contracts, and to award the bid/contract that is deemed to be in the best value/most advantageous to the city.
All contractors must be in business for a minimum of at least three continuous years. Contractors must also have adequate industry and professional qualifications, which the city will confirm prior to awarding the contract.
Failure to execute the contract, file acceptable bonds and submit acceptable evidence within 15 calendar days after the contract has been received by the bidder shall be just cause for the cancellation of the award of contract and the forfeiture of the cash or bid bond.
Samples of items, when required, shall be furnished free of cost to the city. Samples of items selected may be retained for future comparison.
Any protest concerning the award of this bid shall be addressed to the procurement department director and shall be filed within seven days after the intended award is announced.
Bids will be considered nonresponsive and shall be rejected if bid forms are not on the city's furnished form, if there are unauthorized additions or irregularities, if the bidder adds provisions reserving the right to accept or reject an award, if the bid form does not contain a unit price for each pay item, if bid documents are not sealed, if the signature page is not signed in ink, or if addendums are not signed and returned.
