Proposals are due June 25, 2026, 4:00 p. m. The timeline for design services completion will be negotiated with the selected proposer.

Payments to the architect will be made within thirty (30) days of the authority's receipt and approval of an application for payment. A five percent (5. 00%) retainage will be held for each design phase until completion.

The design services should ensure a 20-year lifespan for the roofing system. The architect is responsible for corrections to design documents due to negligent errors or omissions.

The authority will consider the proposer's commitment to good faith efforts to comply with plans for equitable opportunities for minority-owned business enterprises (MBE) and women-owned business enterprises (WBE).

Proposers must have significant experience in architectural design, engineering, and coordination of projects with ETFE roof systems or similar, a minimum of ten (10) years of design experience with stadiums/professional sports facilities, and demonstrated sustainable design experience.

If delays in design services are due to the architect's negligence and cause delays in construction, the architect shall be solely responsible for damages proximately caused by the negligent delay.

Proposals are required to remain open and subject to acceptance until an award is finalized, or a minimum of 90 days following the date of submission of proposals. Failure to meet this may result in disqualification.

The period of performance for the delivery of the acoustic hailing device is from 07/01/2026 to 06/30/2027.

The evaluation factors are: 1. Technical Acceptability 2. Price. The lowest priced offer will be evaluated for technical acceptability. This will be a lowest price technically acceptable purchase.

The project must be completed no later than August 14, 2026.

Invoices are payable within thirty (30) days from receipt, provided they have been approved and contract items accepted. All invoices must clearly indicate the purchase order number.

The contractor warrants that all goods/work shall be free from defects in design and faulty or improper materials and/or workmanship, shall be in strict compliance with the terms of this agreement and shall be fit and sufficient for the purpose intended. This warranty shall be effective for a period of not less than one year from the date of acceptance.

The city reserves the right to award to the lowest responsive, responsible bidder, to award multiple contracts, and to award the bid/contract that is deemed to be in the best value/most advantageous to the city.

All contractors must be in business for a minimum of at least three continuous years. Contractors must also have adequate industry and professional qualifications, which the city will confirm prior to awarding the contract.

Failure to execute the contract, file acceptable bonds and submit acceptable evidence within 15 calendar days after the contract has been received by the bidder shall be just cause for the cancellation of the award of contract and the forfeiture of the cash or bid bond.

Samples of items, when required, shall be furnished free of cost to the city. Samples of items selected may be retained for future comparison.

Any protest concerning the award of this bid shall be addressed to the procurement department director and shall be filed within seven days after the intended award is announced.

Bids will be considered nonresponsive and shall be rejected if bid forms are not on the city's furnished form, if there are unauthorized additions or irregularities, if the bidder adds provisions reserving the right to accept or reject an award, if the bid form does not contain a unit price for each pay item, if bid documents are not sealed, if the signature page is not signed in ink, or if addendums are not signed and returned.
