Bidder must submit electronic responses no later than 5:00 p. m. Central Time on ****.

DPS recommends electronic funds transfer (EFT) for payments. Invoices must be itemized and clearly identify commodities and services provided, including contract/PO number and remittance address. DPS will not make payments until commodities or services are accepted.

DPS will evaluate responses in accordance with the best value standard. Past performance will be measured according to applicable Texas Government Code provisions.

Bidder must provide evidence of financial resources and ability to perform, including audited financial statements or equivalent. DPS reserves the right to investigate bidder's financial integrity.

Failure to sign the response, making false statements, or submitting bids with exceptions or assumptions may lead to disqualification.

Sealed proposals shall be received at the City of Saline, Clerk's Office, 100 N. Harris St. Saline, MI **** by July 28, 2026, at 2:00 PM.

The successful contractor shall be paid monthly for janitorial services. The city may take up to 30 days to make payment from the date it receives an invoice.

The city reserves the right to accept or reject any and all proposals, to waive any irregularities or informalities or both, to award a contract to other than the lowest bidder and in general to make the award in a manner deemed by the city, at its sole discretion, to be in the best interest of the City of Saline.

Proposals shall also include a narrative statement of the qualifications and experience of the proposed contractor along with any certifications and/or special licenses that may be held that would apply to the performance of this proposal.

All prospective contractors must inspect the premises of all three facilities: Saline City Hall, Rec Center and Department of Public Works.

The city or contractor may terminate the contract with a 90-day written notice for services if the contractor fails to execute the services described herein in a satisfactory manner after being given notice and failing to make required corrections.
