Interested firms must submit a capability statement, including firm name, address, phone number, email, and size status. Responses are due by December 22, 2025, at 12:00 noon Pacific Time. The period of performance is anticipated from January 19, 2026, to March 18, 2026.

The project involves the construction of a new fieldhouse, athletic fields, and storage buildings. Bids are due January 7, 2026. A nonmandatory prebid meeting will be held on December 16, 2025, at 10:30 AM, and a mandatory prebid meeting and building walk-through will be held on December 16, 2025, at 2:30 PM. All bid questions must be submitted electronically by December 31, 2025. A bid security of 10% of the bid is required. The selected project includes a cooperative program in which students from vocational technical schools will work on the project in compliance with 19 Del. C. Ch. 5. The project requires prevailing wages and craft training for journeyman and apprentice levels if the contractor or subcontractor employs 10 or more people and it is not a federal highway project. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract.

The bid is for preventative maintenance and repairs for overhead doors, fire barriers, and smoke barriers at Austin State Hospital. Bidders must submit a response by December 19, 2025. Optional onsite visits are available on December 4, 2025. The contract term is from September 1, 2025, to August 31, 2026, with possible renewals. A Hub Subcontracting Plan (HSP) is required. Prices must be firm and fixed. The HHSC reserves the right to change, amend, or modify this IFB prior to the response deadline. Changes, amendments, and modifications will be processed through one or more addendum. The notification for any addendum will be processed in accordance with section 6. 8. HHSC reserves the right to cancel this IFB at any time. The notice of cancellation will be in accordance with section 6. 8. The HHSC will make contract payments in accordance with chapter **** of the texas government code, commonly known as the texas prompt payment act. Chapter **** governs remittance of payment and contractor remedies for late payment and nonpayment. The contractor shall maintain the required insurance during the initial contract term and any renewal or extension period exercised. The contractor shall be responsible for ensuring its subcontractors are in compliance with all applicable insurance and bond requirements. The HHSC reserves the right to consider reasonable alternative methods of insuring the contract in lieu of the insurance policies customarily required. It will be the contractors responsibility to recommend to the HHSC alternative methods of insuring the contract. Any alternatives proposed by contractor should be accompanied by a detailed explanation regarding contractors inability to obtain the required insurance andor bonds. The HHSC shall be the sole and final judge as to the adequacy of any substitute form of insurance coverage. The HHSC reserves the right to waive irregularities in a response. An irregularity is an omission or error that, in HHSC's determination if waived or modified when screening responses, would not give a bidder an unfair advantage over other bidders or result in a material change in the response or IFB requirements. HHSC, at its sole discretion, may give a bidder the opportunity to submit missing information or make corrections. The missing information or corrections must be emailed to the sole point of contact, section 6. 1 sole point of contact and communications by the deadline set by HHSC. Failure to respond before the deadline may result in HHSC's rejecting the response and the bidder not being considered for award. All responses will be evaluated according to the following criteria: a bidder meeting or exceeding the requirements and specifications in accordance with this IFB, bidders ability to meet performance delivery requirements and price. The pricing sheet, exhibit c, identifies the pricing requested and required for services and related products, if applicable, outlined in this IFB. The pricing is significant in the overall evaluation of the responses. HHSC PCS is not obligated to select the lowest priced response. The pricing will be evaluated across all bidders to determine the response with the lowest price per line item or lowest total for all line items on exhibit c pricing sheet. The award will be made to the bidder whose response offers the best value to the state based on all factors considered, including price. By submitting a response, the bidder generally releases from liability and waives all claims against any party providing information about the bidder at the request of HHSC. Bidders may be rejected as a result of unsatisfactory past performance under any contracts as reflected in vendor performance reports, reference checks, or other sources. The bidders past performance may be considered in the evaluation process and prior to making an award determination.
