Palm Beach County Water Utilities Department requires professional consulting services for water treatment plant 11 upgrades. Proposals are due June 4, 2025, at 3:30 PM. Proposers must furnish eight originals, one unbound copy, and one PDF on CD. A non-mandatory pre-proposal meeting is scheduled for May 14, 2025, at 1:30 PM, and a non-mandatory pre-proposal site visit is scheduled for May 15, 2025, at 9:30 AM. Additional information, including required forms, is available from the Roadway Production Division. The project budget is estimated to be between $35,000,000 and $60,000,000. The county will provide contracting opportunities for Small and Minority-owned businesses (SMWBEs). The selected designbuild entity shall provide designbuild services related to permitting, design, construction, commissioning, training, and handover of the following major project elements: a concrete ground storage tank for finished water, a deep injection well with associated monitoring wells, production wells, including Floridan and surficial aquifer wells, existing membrane
building modifications and/or a new membrane
building, process units capable of providing treatment for both groundwater and surface water, including but not limited to, reverse osmosis (RO), nanofiltration (NF), ultrafiltration (UF), microfiltration (MF), and granular activated carbon (GAC) filtration, air stripping, odor control facilities, and clearwell chemical storage and pumping systems, water and/or wastewater main transmission piping, pumping systems, process improvements, electrical improvements, hardening of facilities. Safety improvements, regulatory requirements, replacement or repair of critical components, expansion of capacity, energy efficiency, alternate energy, sustainability, alternative water supply, redundancy of critical components, survey including easements, subsurface utility explorations, geotechnical investigations (e. g. , soil survey, corrosion analysis), environmental assessment (e. g. , phase I and/or phase II audits, cultural-historical resources, ecological resources, endangered species), stakeholder coordination, public outreach, hydraulic analysis and modeling, hydrogeological services, pilot testing, laboratory analysis, permitting, cost estimating, value engineering, asset management, engineering services during planning, evaluation, design and/or construction, procurement, progressive designbuild services, construction, construction management services, data collection, site visits, design drawings and specifications, stormwater design, electrical engineering services, instrumentation and controls engineering services, grant assistance, operation and maintenance manuals, PLC programming and SCADA, other related progressive designbuild services. The firm must have demonstrated designbuild experience with new membrane plants or upgrades with a minimum of 15 mgd and a project value of at least fifty million dollars within the last ten years. Qualifications-based selection will be in accordance with the Consultants Competitive Negotiation Act (CCNA) requirements and Palm Beach County's policy procedure manual (PPM). A shortlist will be developed, followed by oral interviews for final selection. Palm Beach County may adjust the scope and activities of the project to accommodate budgetary and other constraints. The term of the contract is for five years. Only one firm will be selected. The selected designbuild entity may act as the engineer of record for design and construction activities at Palm Beach County's discretion. No minimum amount of services or compensation is guaranteed to the selected designbuild entity. The services shall be non-exclusive, allowing Palm Beach County to use other firms at its sole discretion.
