Holiday Decor Government Bids & RFPs

The Town of Southbury is seeking sealed bids for illuminated, decorative wreaths and garlands for streetscape holiday decorations. Bidders are encouraged to inspect existing light poles and power interfaces prior to bidding. Detail drawings are required for mounting sturdiness and installation efficiency. Bidders must provide actual samples or a live video under dark conditions for evaluation. Bids for wreaths or garlands as separate items will be considered, with pricing broken out separately for each, including packaging, handling, insurance, and delivery. Quantities are specified for wreaths (50 and 75), garlands (100 and 150), and spare light strings (5 for wreaths, 10 for garlands). Sealed proposals are due by 11:00 a. m. on May 12, 2026, at the Office of the First Selectman. Specifications and bidding documents are available on the town's website. The town reserves the right to reject any bids. The project site is along a two-mile stretch of Main Street South. An optional site walk is available. The contracted company will assemble, test, and deliver the items, which will be installed and removed by others. Items must be delivered in reusable boxes suitable for storage. Technical requirements for wreaths and garlands include frame material, greenery, lighting, dimensions, and mounting structures. Useful lifetime for wreaths and garlands should be a minimum of 20 years. Bidders must identify material and delivery costs, standard warranty terms, and warranty duration. Spare light string costs should be itemized separately. Evaluation criteria include visual appearance, attachment design clarity, commitment to long-term life, specificity in descriptions, bidder experience, and compliance with the town's code of ethics. The commitment to deliver by November 1, 2026, and project price are also factors. Responses must include a comprehensive scope of work, firm fixed-price, and timeline. Six copies of company background, qualifications, availability, examples of work, references, local knowledge, potential conflicts of interest, litigation/arbitration history, proposed scope of work, and professional liability insurance (minimum $1 million) are required by May 12, 2026. The town will select the responsible and responsive proposal offering the greatest overall benefit. The successful bidder must provide a certificate of non-collusion, affidavit of compliance with tax laws, copies of professional registrations/licenses, and a copy of their current professional liability insurance policy.
