Proposals will be evaluated based on demonstrated capacity, relevant experience, proposed approach, outreach strategy, data management, loss calculation methodology, and past performance. The contract is for services only; capital expenditures are not allowed. Insurance requirements include commercial general liability and automobile liability. Successful offerors must credit HDAB in any presentations or materials and submit quarterly progress reports and federal financial reports. The anticipated contract period is June 2026 through May 2027.

Payments shall be made on a quarterly basis, contingent upon satisfactory performance and submission of required quarterly reports. A one-time mobilization payment of $16,000 shall be issued upon contract execution.
Proposals will be evaluated on a merit basis according to demonstrated capacity and relevant experience (40%), quality and feasibility of the proposed approach and work plan (25%), outreach and producer engagement strategy (10%), data management, verification, and internal controls (10%), loss calculation methodology approach (10%), and past performance on projects of similar scope and complexity (5%).
Offerors must demonstrate experience administering or supporting agricultural programs involving direct engagement with agricultural producers, recent experience providing program coordination, administration, or grant management services for publicly funded programs, prior experience supporting or administering a publicly funded program subject to compliance requirements, and the capacity to perform within the required timeline.
Failure to provide required deliverables in a timely and complete manner may result in delayed payment, subject to review by HDAB.
A protest shall be submitted in writing within five 5 working days after the aggrieved person knows or should have known of the facts giving rise thereto, provided that a protest based upon the content of the solicitation shall be submitted in writing prior to the date set for receipt of offers and further provided that a protest of an award or proposed award shall be submitted within five 5 working days after the posting of award of the contract.
The total compensation under this contract shall not exceed $217,925 for the twelve 12 month contract period.
