The US Army Sustainment Command (ASC) is soliciting proposals for a five-year indefinite delivery/indefinite quantity (IDIQ) contract for its Journey to
Leadership (JTL) program. The JTL program is a multi-tiered
leadership development program. Offerors must demonstrate technical experience and qualifications, including resumes, certifications, sample assessments, and letters of availability for key personnel. The deadline for submitting the technical volume is April 8, 2025, 3:00 PM CDT. The page limit for the technical experience/key personnel volume has been increased to 20 pages. The solicitation is a 100% small business set-aside. Travel costs are the responsibility of the offeror. The government will use an acceptable/unacceptable rating for technical experience and a comparative analysis for the
leadership development approach and staffing plan. The program includes
training at the Brookings Institution, Pentagon, Walter Reed, and White House (if possible). The successful offeror will be responsible for all aspects of the Washington DC workshop experience, including travel and lodging. The
training schedule is fixed once coordinated with the contract awardee. The government will not provide historical performance data or past participant feedback. The end-of-course evaluation is a graded test. There is no requirement to pilot each
training. The government reserves the right to conduct meaningful exchanges or request clarifications during the evaluation process, but offerors cannot change their quotes in response to clarifications.
