Proposals are due by 1:00 PM CT on Thursday, October 2, 2025. Proposals can be submitted electronically or as a sealed hard copy. The solution must be cloud-based, enterprise-class, and highly extensible, with robust APIs, webhooks, and SFTP file transfer services. The vendor must demonstrate capability to fully deploy the enterprise solution within nine months from contract award. The evaluation criteria include feature criteria (60%), cost (20%), vendor financial stability and long-term viability (10%), and references checks (10%).

The university terms are 2/10 days, net 45 days. These terms shall prevail unless otherwise specified by the bidder.
The proposed solution will be evaluated on the following feature criteria: integration with UM's single sign-on (SSO) solution, Shibboleth, is required. Solutions that cannot use Shibboleth for UM users will not be considered. However, since some users (e. g. , external reviewers) will not have UM identities, the solution must have a parallel login track using local-to-the-solution accounts for non-UM users. Any costs to set up or maintain this parallel track login system (SSO and local accounts for the solution) should be included in the proposal. The vendor will provide comprehensive discovery, design, and implementation support to deploy the CRM solution, troubleshoot, and seamlessly integrate with Ellucian Banner SaaS and the admission process platform Slate. The solution must feature a robust, cloud-based ecosystem with proven data integration capabilities for higher education recruitment workflows. The vendor must provide an accessible online learning platform with self-paced tutorials and training modules that offers role-specific, granular certifications for staff. Implementation support must include advanced data visualization integration (preferably with Tableau compatibility) and AI-powered predictive analytics capabilities specifically designed for student recruitment and enrollment management. Additionally, the vendor will deliver detailed documentation, customized training materials, and conduct hands-on training sessions with UM staff prior to transitioning maintenance responsibilities from the implementation team to UM personnel. The vendor must demonstrate capability to fully deploy the enterprise solution within nine months from contract award.
