Quotes will be evaluated based on compliance with specifications, supplier risk assessment, and cost/price. Compliance with specifications is more important than supplier risk assessment, and both are significantly more important than cost/price.

Quoters must be an OEM, OEM authorized dealer, authorized distributor, and/or authorized reseller. Documentation from the manufacturer stating authorization is required. Vendors must also meet mandatory security requirements, including a Secret facility clearance and personnel clearance.

All responses must be uploaded completely through the public purchase online bidding system no later than the 2:00:00 p. m. MT due date indicated in the document.

if your submission has not completely uploaded by the 2:00:00 p. m. mt deadline, the public purchase system will lock and your response will be incomplete and deemed non responsive and eliminated from the evaluation process.

Proposals must be received by 10:00 AM EST on August 17, 2026.

No payments on the contract will be given until after July 1, 2027.

Proposals will be evaluated based on the proposer's qualifications and experience, compatibility with town operations, regulatory and environmental approach, schedule, and financial or other measurable benefit.

Proposals are sought from qualified vendors with experience in integrated financial software solutions for municipalities.

Failure to fully complete any portion of the request may, at the discretion of the town, disqualify the proposal.

Failure to coordinate with the contracting officer for any additional costs or parts than what is listed on the order may result in an unauthorized commitment.
