Awarded bidders should allow for approximately 30 days from receipt of invoice to receive payment from the city of westland.

The proposal award will not be based solely upon cost, but will be evaluated based upon criteria formulated around the most important features of services, of which experience, references, capacity, and scheduling may be overriding factors.

Proposers shall demonstrate competence, experience, and financial capability to carry out the terms of this contract. The city will require proof of these qualifications.

Failure to acknowledge addenda may be cause for rejection of the bid.

Attempting to contact any individual other than the designated state contact concerning this RFP may result in disqualification. Actual or attempted contact with any other individual from the state concerning this rfp is strictly prohibited and may result in disqualification.

All work shall be completed no later than 90 days after award. The period of performance has been changed to 120 days.

Payment will be made by the government in accordance with the prompt payment act (31 ****) and regulations at 5 CFR part **** must be submitted via email to ***@***. *. *, with a copy to the technical POC.

The contractor shall provide a standard commercial warranty and perform rework at no additional cost to the government.

The government will award to the responsible offeror whose offer is most advantageous, considering price and other factors. The award will be made to the lowest priced quote that conforms to the solicitation requirements.

Offerors shall be evaluated on a successful/unsuccessful basis for capability. Documentation must demonstrate the ability to complete work within the required timeframe, including a clear project schedule and a comprehensive delivery plan. A licensed professional engineer must provide stamped and sealed drawings.
