Proposals must be submitted no later than Thursday, July 23, 2026, at 2:00 PM Mountain Time.

Payment terms are a minimum of net 30.

The award shall be made to the responsible offeror whose proposal is determined in writing to be the most advantageous to the state, taking into consideration the price and the evaluation factors set forth in the request for proposals.

Offerors must demonstrate extensive experience (5-10 years or more) in transportation planning, data analysis, policy analysis and development, and working with multiple DOTs in the planning and policy arena. They must also demonstrate a working knowledge of federal, state, and MPO planning requirements.

Offerors may be asked to make their facilities available for a site inspection by the evaluation committee. Site visits will be at the offeror's expense.

An aggrieved party may file a protest concerning a material issue within ten (10) business days after such aggrieved person knows, or should have known, of the facts giving rise thereto.

Illegible responses may be rejected as nonresponsive. Failure to complete and sign the solicitation and response cover sheet may disqualify the offeror's response. Initiating contact with anyone other than the sole point of contact may result in disqualification.

The awarded vendors must complete all deliverables within the agreed-upon schedule and within the limits provided by the executed contract. The recreation centers have specific closure dates for annual maintenance: Swim and Fitness Center: September 28-October 11, 2026, and October 4-17, 2027; City Park Recreation Center: August ****, 2027. Selection shall be made to the highest scoring proposer based on the following criteria and weighting: Qualifications and Experience (35%), Methodology and Approach (35%), Proposed Project Team (10%), and Project Cost and Fee Schedule (20%). A recommended site visit will take place immediately after the pre-proposal conference. Attendance is strongly encouraged to familiarize proposers with conditions affecting performance and prices. Pre-award protests must be submitted at least three 3 business days before the proposal opening date. Communication with city personnel outside of procurement staff, except for pre-proposal meetings or site visits, may result in disqualification. Offering or accepting gratuities or kickbacks to city employees will also lead to disqualification. Substantial completion is September 18, 2026, and final completion is October 30, 2026.

Liquidated damages are $250 per day after exceeding either completion dates.
