A site visit is urged but not necessary. Offerors who wish to inspect the site should coordinate directly with the COR listed in the statement of work to arrange a visit. Each treated building and/or related structure shall be guaranteed for a period of one (1) year after initial treatment with an industry-standard warranty. Warranty for up to an additional four (4) years may be offered by the contractor.

Selected contractors must be predominantly and regularly engaged in termite control. Individuals performing treatment must be licensed by the Structural Pest Control Service, Texas Department of Agriculture. Contractors must be registered with the System for Award Management (SAM).

Failure to file required certifications may subject the contractor to a civil penalty of not less than $10,000 and not more than $100,000 for each failure. Failure to comply with workers' compensation provisions is a breach of contract.

A pre-bid conference and walkthrough is mandatory on Thursday, July 9, 2026, at 2:00 PM CST at the Jefferson County Courthouse Maintenance Department.

All protests should be coordinated through the Purchasing Office prior to award recommendation to Commissioners Court.

The agency intends to retain the contractor pursuant to a best value basis, not a low proposal basis. The agency will consider factors other than just cost in making the award decision.

A walkthrough of the sites can be scheduled following the pre-proposal conference if desired.
