The U. S. Bureau of Reclamation is seeking a qualified contractor to operate and maintain the Nimbus Fish Hatchery in Gold River, California. The contract will be a firm-fixed-price type with one base year and four option years. The contractor will be responsible for all aspects of hatchery operations, including fish spawning, rearing, and release, as well as minor to moderate maintenance of the facility and its systems. This includes ensuring continuous 24/7/365 operations, providing qualified personnel, and maintaining compliance with all applicable laws and regulations. Key responsibilities also include custodial services, groundskeeping, pest and invasive species management, and coordination with Reclamation and other resource agencies. The contractor must submit a draft biological-based Standard Operating Procedure (SOP) by February 1, 2027, an Emergency Action Plan (EAP) within 30 days of contract start, a Hatchery Safety Plan within six months of contract start, and an Annual Spawning and Release Plan by October 1 annually. The contractor must maintain a workforce that is both adequately sized and properly skilled to ensure uninterrupted operations and maintenance. Specific staffing needs include a Fish Hatchery Manager, Lead Fish Hatchery Technician, Fish Hatchery Technicians, Administrative Support, Seasonal Aids, a Fish Biologist/Environmental Scientist, a Building Repair Worker, and a Janitor.
If the contractor fails to respond appropriately to an emergency and Reclamation is required to act, the contractor shall be liable for all costs incurred by Reclamation in performing the necessary response.
