Snow Blowing Government Bids & RFPs

Sealed proposals must be received by the City of Rochester Hills via electronic submission only through the MITN website until 3:00 p. m. local time, Wednesday, July 22, 2026.

Invoices shall be generated per snow event and must include the client's last name, property address, rate, and date service was performed. Bills shall be submitted to the attention of Denise McDoniel for approval and payment processing.

The proposal award will not be based solely upon cost, but will be evaluated based upon criteria formulated around the most important features of the services, of which qualifications, experience, familiarity with CDBG requirements, comparable projects, methodology, capacity, maybe overriding factors.

Proposers shall demonstrate competence, experience and financial capability to carry out the terms of this contract. The city will require proof of these qualifications.

If the awarded contractor should neglect to perform the work properly or fail to perform any provision of this contract, the city of Rochester Hills, ten 10 days after providing written notice to the contractor may without prejudice to any other remedy, make good such deficiencies and may deduct the cost thereof from the payment due to the contractor plus twenty 20 percent for failure to perform.

Questions regarding the proposal must be made in writing prior to Friday, July 10, 2026 at 11:30 a. m.

Contact with review committee members, mayor andor city council members can result in disqualification.

Bids must be received before the bid opening on August 4, 2026, at 1:30 PM. Late bids will be rejected.

Invoices are to be submitted monthly to the City of Albany Department of General Services. Timely payment may be affected by late invoice submission.

Price shall include base warranty.

Award will be made to the lowest responsible bidder whose proposal complies with all provisions.

The bidder must have ten years of professional experience in similar operations, with two years on public rights of way. They must also have a minimum of five professionally trained staff and direct control over proposed equipment.

The bidder accepts the provisions regarding liquidated damages in the event of failure to complete the work on time.

Each bidder should visit the site of the proposed work and fully acquaint himself with the existing conditions.

Incomplete bid packages will be disqualified. Failure to submit required letters for subcontractors may be cause for rejection.

All snow and ice removal operations shall be completed within twelve 12 hours following the conclusion of a storm event. For snowfall events exceeding twelve 12 inches or unusually severe weather conditions, the deadline may be extended up to twentyfour 24 hours after the storm has ended.

The contractor shall submit invoices on a monthly basis. The EMLP or its managing agent EHA shall remit payment within thirty 30 days after receipt and approval of a properly submitted invoice.

Proposals shall be evaluated based upon, at a minimum: experience performing similar snow and ice management services, references from at least three 3 current or former clients, equipment inventory and availability, staffing levels and operational capacity, ability to meet emergency response requirements, cost proposal and hourly rates, and overall responsiveness to the IFB.

The contractor shall demonstrate the capability to perform all services required under this contract and shall provide, with its proposal, a complete list of available personnel, vehicles, equipment, and subcontractors available for deployment.

Prospective contractors are strongly encouraged to inspect all project sites and familiarize themselves with site conditions, access limitations, snow storage areas, and operational requirements prior to submitting a proposal.

Failure to maintain the minimum equipment and staffing requirements throughout the term of the contract shall constitute a material breach of the contract.

All snow and ice removal operations shall be completed within twelve 12 hours following the conclusion of a storm event. For snowfall events exceeding twelve 12 inches or unusually severe weather conditions, the completion deadline may be extended up to twentyfour 24 hours after the storm has ended. The contractor shall return to all sites within twentyfour 24 hours after the conclusion of a storm to clear parking spaces that were previously occupied by vehicles.

The contractor shall submit invoices on a monthly basis detailing all services performed during the billing period. The EHA shall remit payment within thirty 30 days after receipt and approval of a properly submitted invoice.

Proposals shall be evaluated based upon, at a minimum: experience performing similar snow and ice management services, references from at least three 3 current or former clients, equipment inventory and availability, staffing levels and operational capacity, ability to meet emergency response requirements, cost proposal and hourly rates, and overall responsiveness to the request for proposals.

The contractor shall demonstrate the capability to perform all services required under this contract and shall provide, with its proposal, a complete list of available personnel, vehicles, equipment, and subcontractors available for deployment. Minimum equipment includes four 4 sidewalk snow removal machines, three 3 truck-mounted plows, and one 1 or more mechanical spreaders.

Prospective contractors are strongly encouraged to inspect all project sites and familiarize themselves with site conditions, access limitations, snow storage areas, and operational requirements prior to submitting a proposal. Submission of a proposal shall constitute acknowledgment that the contractor has either inspected the sites or otherwise become fully familiar with site conditions and requirements.

Failure to maintain the minimum equipment and staffing requirements throughout the term of the contract shall constitute a material breach of the contract. Failure to acknowledge or comply with issued addenda may result in the bid being deemed nonresponsive.
