The City of Worcester, Massachusetts is seeking bids for employee assistance services for the Worcester Police Department. Bids must be submitted by November 19, 2025, at 10:00 AM. The contract is for one year with potential renewals. Questions must be directed via email. The award will be made to the lowest responsible and responsive bidder. The contractor must provide certificates of insurance and comply with all applicable laws. The city reserves the right to reject any and all bids. The contractor will be required to provide services including individual and group counseling, crisis intervention, and CISM training. Payment will be made monthly based on an approved invoice. The bidder to who a contract is awarded guarantees to the city of worcester all equipment, materials and or workmanship for a period of one 1 year after final inspection and acceptance and shall replace promptly any defective equipment, materials andor workmanship required without additional cost to the city.
Awards will be made to the bidder quoting the lowest net price in accordance with the specifications.
Bidders must meet the following minimum qualications in order to be considered a responsiveand responsible bidder under mgl c. 30b: independent licensure to practice mental health counseling in massachusetts licsw, lmhc, lmft, phdpsyd. minimum of 5 years experience providing clinical services, with preference given to those with experience in rst responder mental health or traumainformed care. certication or demonstrateddocumented successful experience with critical incident stress management cism. demonstrated cultural competence with law enforcement or military populations. ability to respond in person within a reasonable time frame for critical incidents. bidder must include minimum of three professional references from industry experts or other similar clients
Any bid withdrawn after time and date specified, the bidder shall forfeit deposit on bid as liquidated damages.
Any prospective bidder requesting a change in or interpretation of existing specifications of terms and conditions must do so within five 5 days saturdays, sundays and holidays excluded before scheduled bid opening date.
