Coast Guard Government Bids & RFPs

The U. S. Coast Guard is seeking information from qualified businesses that can provide an interactive electronic technical manual (IETM) viewer and **** common source database (CSDB) suitable for integration into USCG technical data and maintenance environments.

The period of performance for this contract is from August 25, 2026, to September 25, 2026.

The bid notice states that payment will be made by the USCG Finance Center and that invoices should be submitted to the address shown in block 18a. It also mentions that 10% of the total contract price will be withheld until all deliverables are received and accepted.

The bid notice specifies a guarantee period of 60 days from the date of redelivery of the vessels for any work performed or materials furnished. If a contractor or subcontractor has a guarantee that exceeds 60 days, the government is entitled to rely on the longer guarantee.

The government intends to award one firm-fixed-price contract to the responsible quoter whose quote conforming to the solicitation offers the best value to the government using the lowest price technically acceptable approach.

Offerors shall demonstrate an understanding of the requirements as described in the specification and shall include sufficient documentation to provide evidence of that understanding. Specific required documents include ****, schedule of supplies and services, past performance documentation, welding certifications and procedures, proof of insurance, AMPP Senior Inspector, NACE Level 3 or QP1 certification, planning document, SAM UEI, and proof of JCP certification.

The bid notice mentions that final payment may be delayed, without penalty of interest, until the government property report is received. It also states that in the event of unauthorized changes, no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.

The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR ****(d)(2). To be timely, protests must be filed within the period specified in FAR ****(e).

Quotes that do not include all required documents may be considered incomplete and may not be considered. Proposals that do not include a planning document may be considered unresponsive.

The revised proposal submittal date is 12:00 PM EST on Friday, May 29, 2026.
