The U. S. Department of State is seeking freight forwarding services for INL's Gang Suppression Force mission in Haiti. This is a Sources Sought Notice for market research. Services include inbound/outbound freight, customs clearance, warehousing, and transportation of various cargo. The contract will be a fixed-price, indefinite-delivery, indefinite-quantity type. The government guarantees a minimum order of $20,000 USD annually, with a maximum not exceeding $3,000,000 USD per year. Interested parties should submit company information, certifications, and capabilities by June 27, 2026.
The contract performance start date will be established by a notice to proceed, a minimum of ten days from contract award unless an earlier date is agreed upon.
Payment for services will be made upon presentation of an acceptable invoice. Invoices must be submitted via the office of claims commercial claims operations fax server or email. Value Added Tax (VAT) will not be reimbursed.
Respondents should provide company name, point of contact, phone number, address, UEI number, CAGE code, interest in participation (prime, teaming, subcontractor), SBA certifications, statement of capabilities, and experience with shipments to high-risk areas. DDT&C and ITAR certifications are particularly relevant.
The contractor is responsible for any and all losses and/or damage to government cargo from the time it is received until it is released. Failure to exercise reasonable diligence will result in the contractor assuming full responsibility for such losses or damages.
Facilities used for performance must be approved by the Contracting Officers Representative (COR). Storage buildings must meet specific criteria for construction, maintenance, fire protection, and accessibility.
The government may prohibit payment if the contractor reorganizes as an inverted domestic corporation or becomes a subsidiary of one. Violations of the trafficking in persons policy can lead to various remedies, including contract termination.
