The solicitation is for the installation and removal of scaffolding for the USS Rafael Peralta DDG 115 at the Yokosuka Naval Base in Japan. The period of performance is from February 3, 2026, to February 17, 2026. Offers must be submitted electronically by December 19, 2025, at 10:00 AM Japan Standard Time. Offerors must possess a current U. S. Navy MSRA/ABR agreement or plan to obtain one before the contract award. The government intends to award without discussions. The government will evaluate proposals for award purposes by adding the proposed price for all clins which will determine the total evaluated price. The government will analyze the total evaluated price in accordance with FAR ****, to determine fair and reasonable pricing. Technical acceptability will be determined by evaluating the total number of proposed labor hours prime and subcontractor and proposed material and other costs. The technical acceptability will be rated as either acceptable or unacceptable.
The work must be completed between February 3, 2026, and February 17, 2026, as stated in the bid notice.
The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, as stated in section H2. 0.
Award will be made to the responsible, technically acceptable offeror, whose proposal, conforming to the solicitation, offers the lowest evaluated price, as stated in section M1. 0.
Offerors must possess a current and active USN MSRA or ABR issued by the U. S. Navy or NAVSUP FLCL, as indicated in section M3. 0.
