The City of Albany is seeking proposals for as-needed ambulance transportation services. Proposals are due by July 30, 2026, at 2:00 PM. Key requirements include maintaining a minimum number of dedicated ambulances, meeting response time targets (95% within 5 minutes for C, D, Echo calls and 8 minutes for A, B calls), providing bariatric transport, and equipping ambulances with communication and GPS systems. The contract term is from August 2026 to August 2028, with two one-year extension options. MWBE-certified vendors are encouraged to apply. Proposals will be evaluated based on demonstrated capabilities, professional qualifications, experience, wherewithal to render services timely, total proposed cost, and completeness. The city may apply either the best value or lowest responsible bidder standard. The selection of a proposal will not be based solely on a monetary evaluation. Considerable weight will be given to the experience in the areas required and the track record of the proposers.
Proposers must provide a statement of qualifications including entity history, assigned staff qualifications, proof of licenses and certifications (including NYS Department of Health), at least three references, experience in similar services, crew training, equipment availability, subcontracting plans, disclosure of regulatory violations, staffing model, organizational chart, operational capacity, past performance data, community service history, complaint management mechanisms, and adverse impact handling procedures. Each proposer shall provide a statement of qualifications.
Liquidated damages of $5,000 may be assessed for failure to notify the city when ambulance availability is low or for failure to meet timely response obligations, except in cases of force majeure. he city shall, upon its demand, be entitled to 5, 000 in liquidated damages for each instance in which the obligation to notify as described in this subsection is not met
