Vehicle replacement must be provided within 24 hours of a breakdown. Delivery and recovery of vehicles will be determined at the call order level.

The government will evaluate offerors for orders using the lowest price technically acceptable (LPTA) source selection process.

Failure to comply with identification and reporting requirements may result in withholding of final payment.

Any violation of health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the default clause of this contract.

The base period of performance is September 10, 2026, to September 9, 2027. The total potential period of performance is 5. 5 years, including a 6-month extension. The contractor shall provide services for a total potential period of 5. 5 years base 4 options 6month extension.

The award will be made on a Lowest Price Technically Acceptable (LPTA) basis. for all proposals rated technically acceptable, the government will then award to the offeror with the lowest total evaluated price.

Offerors must demonstrate technical capability, including aircraft specifications, AOR coverage, compliance with bifurcated sortie requirements, pilot qualifications (50 hours localized flight experience, IIMC/whiteout training), and active certifications (14 CFR Part 135, 14 CFR Part 133, DOD/DOI safety approval, DOTSP hazmat permits).

Quotations not following directions may be determined unacceptable. Proposals found to be technically unacceptable will not be considered for award. The agency may determine those quotations not following the directions to be unacceptable, and if so, shall receive no further consideration.

All units must come with a minimum 1-year industry standard warranty, including full coverage of parts and labor, and a minimum of 1 annual preventative maintenance and radiation survey.
