Workforce Management Government Bids & RFPs

Proposals are due by June 30, 2026, at 4:00 p. m. CST. Late proposals will not be considered.

Proposals will be evaluated based on organizational capacity and capability (60 points), workforce center services (100 points), demonstrated experience effectiveness (55 points), financial management (35 points), and cost analysis (50 points). An interview will also be conducted for up to 100 points.

Eligible proposers include individuals, private or public entities, for-profit, nonprofit, and community-based organizations. Entities that are debarred, suspended, or have outstanding financial obligations to the state are ineligible.

Proposers not selected may request a debriefing within 10 working days of notification. A written notice of appeal must be submitted within 15 working days of the debriefing.

Proposals may be disqualified for late submission, incomplete information, failure to adhere to RFP guidelines, prohibited communication, or misrepresentation of ability to perform.

The approximate contract total for year one is $10,500,****.

Proposals are due by July 10, 2026, 2:00 PM MDT. Electronic submissions must be submitted online at bidnetdirect. com. Late responses will not be considered for award.

Payment will be based on agreed-upon milestones and acceptance of deliverables, with final payment terms negotiated as part of the contract. The city's standard is net 30 days after the date the city receives an accurate invoice and has accepted the product or service.

The contract shall remain in effect until all items/services purchased have been delivered and accepted. Any warranty period which exceeds this term shall remain in full force for the duration of the warranty period.

The award will be based on the highest evaluative score from the RFP evaluation committee, considering firm qualifications and experience, understanding of project scope, proposed approach, public sector experience, price, and performance measures.

Vendors must be engaged in supplying products or services rendered, have an established satisfactory record of performance for at least two years, and possess sufficient finances and structure to execute contract requirements.

Contact with the requesting department may result in vendor disqualification. Misstating or concealing a material fact, or not strictly conforming to solicitation requirements can lead to rejection of an offer.
