This is a combined synopsis solicitation for commercial items prepared in accordance with FAR subpart 12. 6 and FAR part 13. It is a non-competitive notice of intent to award a purchase order without full and open competition to Emory University for PFAS analysis. The anticipated award date is April 6, 2026, with a period of performance of approximately nine months. The contractor shall provide services including receiving, storing, and analyzing plasma samples using untargeted LC HRMS and targeted analysis for PFAS. Quality control, data transfer, and consulting on data analysis and publications are also required. The delivery location is the National Institute of Environmental Health Sciences (NIEHS) in Durham, NC. Offerors must have an active registration in the System for Award Management (SAM) and submit responses electronically by March 31, 2026, 4:00 PM EDT. Responses must include clear evidence of technical capability, a detailed price proposal, unique entity identifier, taxpayer identification number, and certification of business size.

The award resulting from this solicitation will be made to the responsible offeror whose proposal is most advantageous to the government, considering technical capability, past performance, and other factors.
Offerors must have an active registration in the System for Award Management (SAM) and must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate for each labor category, breakdown and rationale for other direct costs or materials, and the total amount. In addition, the unique entity identifier (UEI), the taxpayer identification number (TIN), and the certification of business size must be included in the response.
