The deadline for Texas Military Department to receive bids is 2:00 PM local time on June 22, 2026.

TMD will pay contractor on the basis of itemized invoices submitted to and approved by TMD after receipt, testing, and acceptance of the gun range system parts. Texas Government Code Chapter ****, the Prompt Payment Act, will govern payment and accrual of interest on any overdue payments.

Contractor must provide a minimum one 1-year warranty on parts.

TMD will evaluate responses in accordance with the best value standard and may award one contract to the responsible respondent whose response is lowest price meeting specifications.

Respondent must fully complete discount for prompt payment, acknowledge addenda, and provide respondent name, email, address, telephone number, signature of authorized representative, name and title of authorized representative. Failure to sign will disqualify the response.

If respondent fails to comply with the terms of the contract, TMD may withhold respondent payment. If noncompliance results in TMD purchasing goods or services from another entity to remedy the noncompliance, TMD will deduct those costs from respondent payment.

The last day to submit written questions for clarification to TMD is June 17, 2026.

Failure to sign the document will disqualify the response. Making false statements may result in disqualification, contract cancellation, or recommendation for state of Texas debarment. Failure to acknowledge amendments may subject the response to rejection. Late submissions will not be considered. Unauthorized contacts with TMD personnel may result in the response being rejected.

Responses to this IFB must be received June 26, 2026, 10:30 am Central Time.

Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must be submitted monthly and describe work completed in detail. Payment is subject to satisfactory performance and receipt of services.

Award will be made to the bidder who provides the best value to the state of Texas, considering purchase price and whether the bidder meets all requirements of this IFB.

Bidders must have a minimum of five years of relevant experience. Personnel assigned to perform services must have at least three years of relevant experience and be at least 18 years of age. Bidders must provide at least three verifiable references.

Failure to correct performance issues within 48 business hours may result in delayed payment or nonpayment. Noncompliance with contract terms may result in termination.

Failure to comply with sole point of contact communication rules, submitting exceptions to the IFB, including assumptions in a response, failing to submit required documentation, or failing to comply with public information act requirements may result in disqualification.

The historical monetary value for similar services was $250,000 for the period September 01, 2023, to August 31, 2026.

Qualifications are due by 2:00 p. m. CDT on July 7, 2026. The VET HUB subcontracting plan is also due by this date and time.

Firms will be selected based on experience and qualifications, including relevant successful experience, firm performance and quality of past projects, current capabilities, demonstrated ability to manage transitions, project management procedures, ability to monitor construction cost estimates, and the quality and responsiveness of the RFQ submittal.

Firms must be highly qualified with proven experience and expertise in high-quality health sciences academic projects and the ability to implement a user-driven process.

A mandatory site visit will be conducted at 10:00 a. m. on June 15, 2026, at the lobby area of Inspire Park, **** Research Road, Frisco, Texas 75033. This will be the only site walk conducted.

Failure to complete the VET HUB subcontracting plan correctly will disqualify your RFQ response. Proposals received late or exceeding the 25-page limit will not be accepted.

Responses to this IFB must be received June 26, 2026, 10:30 am.

HHS system agency will make contract payments in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act.

Award will be made to the bidder who provides the best value to the state, considering meeting requirements, ability to meet performance/delivery, and price.

The bidder shall have relevant experience of at least three years. Bidders personnel must be fully trained and have at least three years of relevant experience. Required licensure through Texas Department of Licensing and Regulation (TDLR) and/or Texas State Board of Plumbing Examiners (TSBPE) is necessary.

Failure to comply with sole point of contact requirements may result in disqualification. Responses received without a properly completed HUB Subcontracting Plan will be disqualified.

The historical spend for the same or similar services is $150,**** for the period September 1, 2024, through August 31, 2026.
