Must have, or be able to complete within 1 year of hire, an Associate's degree in Early Childhood Education (ECE). Two years of experience teaching children ages 3-5. One year of experience supervising staff. Must be certified, or able to be certified, in First Aid and Child CPR within one month of hire. Must be certified or able to be certified in mandated reporting within one month of hire. Must complete annual HIPAA training. Must possess a valid driver's license, good driving record, and be insurable. Must successfully pass a pre-employment drug screening and background check.

The applicant must not have been found guilty of, or entered a plea of no contest or guilty plea to any felonious offenses or two or more misdemeanor offenses under federal, state, or tribal law involving crimes of violence, sexual assault, molestation, exploitation, contact or prostitution, or crimes against persons or an offense committed against children.

All proposals must be submitted no later than August 14, 2026, at 11:00 am MST.

Minimum requirements include at least 3 years of experience implementing LER or comprehensive digital credentialing systems, at least 5 current clients in higher education, and experience with multi-campus system-wide implementations.

Responses will be received until 1:30 p. m. , MT, Wednesday, August 5, 2026.

The awarded vendor shall submit monthly invoices by the tenth day of each month to the county's project manager. The county is exempt from paying state or local sales taxes.

Proposals will be rated based on technical functionality, usability, implementation, training, support, maintenance, vendor experience, and price, listed in order of importance.

The county may investigate the vendor's ability to perform, including audited financial statements and history of past performance. Conditional responses will not be accepted.

The county reserves the right to cancel the contract and secure services from another vendor if the vendor fails to complete the work within the timeline, and may charge the vendor for additional costs incurred.

Failure to respond in the required format or provide required information may deem the submittal nonresponsive. Offering gratuities or kickbacks to El Paso County employees will result in bid disqualification.
