The solicitation is for the construction and delivery of shipping crates for various F-16 equipment to Luke AFB. The build must be completed within 90 days of contract award. The contractor is responsible for all materials, labor, equipment, tools, and transportation. The crates must meet specific packaging instructions (SPI) provided by the government. The bidder must specify the brand and model number of the product offered in their bid. Bidders proposing an equivalent brand or model should submit with the bid information such as illustrations, descriptive literature, technical data sufficient for the state to evaluate quality, suitability, and compliance with the specifications. The state reserves the right to terminate the contract for various reasons, including misrepresentation, fraud, or breach of contract. The state may also terminate the contract for convenience. The contractor is responsible for including all applicable taxes in the bid price. All products must be new, never previously used, and the current model and packaging. The manufacturer's standard warranty will apply. The contract may be extended for two additional 12-month periods at the same prices, terms, and conditions, but the total contract term cannot exceed 36 months. Failure to deliver within the time specified or to provide the services as specified in the bid will constitute a default. The state reserves the right to purchase any or all products or services covered by the contract on the open market and to charge the contractor with cost in excess of the contract price. All contracts shall be construed in accordance with and governed by the laws of the state of Louisiana. Bidders must comply with civil rights laws, ADA accessibility requirements, and other relevant state and federal laws. The bidder must indicate which of the following applies to the signer of the bid: corporate officer, partnership member, representative authorized to submit the bid, or designated by the bidder as authorized to submit bids. Any public entity is authorized to reject a proposal or bid from, or not award the contract to, a business in which any individual with an ownership interest of five percent or more, has been convicted of, or has entered a plea of guilty or nolo contendere to any state felony or equivalent federal felony crime committed in the solicitation or execution of a contract. The contractor hereby agrees to adhere to the mandate dictated by the Copeland antikickback act, clean air act, energy policy and conservation act, clean water act, antilobbying and debarment act, prohibition of discriminatory boycotts of Israel, prohibition of companies that discriminate against firearm and ammunition industries, certification of no federal suspension or debarment, secretary of state registration, independent price determination, and everify compliance.

Prequalification is required; prospective bidders must contact the Ajax project team and complete and submit prequalification forms.
