The bid notice states that unless otherwise specified, prompt payment discounts requiring payment in less than fifteen (15) days will not be considered in evaluating a proposal for award. However, even though not considered in the evaluation, such discounts will be taken if payment is to be made within the discount period. In connection with any discount offered, time will be computed from the date an undisputed invoice is received by FCCPS. In the event the offeror does not indicate a prompt payment discount, it shall be construed to mean net 30 days.

The minimum requirements for proposal submission include submitting the offeror's Virginia State Corporation Commission (SCC) registration number or justification for exemption, determining and noting applicable licenses with a copy, and maintaining any applicable license during the term of any resultant contract. The offeror must also represent and warrant that they are financially solvent and experienced in performing this type of work, and are familiar with all applicable federal, state, and local laws.
The bid notice mentions that FCCPS may utilize its documentation of contractor performance issue (DCPI) procedure or other notification processes to document contractor performance issues. Should a contractor receive repeated DCPI issuances or other such notices, FCCPS may consider taking additional steps, including but not limited to the issuance of a notice to cure, notice of default and/or termination/cancellation of the contract. FCCPS shall consider any such DCPI or similar documentation when contemplating future contract awards and/or renewals.
A site visit is scheduled with FCCPS staff on May 8, 2026, at 8:00 a. m. FCCPS will set the location for the site visit only with those offerors who submit a request via email by May 6, 2026, at 12:00 noon.
The bid notice states that samples, if required, must be furnished free of expense to FCCPS on or before the date specified. If not destroyed in examination, they will be returned to the offeror, if requested, at the offeror's expense. Each sample must be marked with the offeror's name and address, FCCPS's request number, and opening date. Do not enclose in or attach the proposal to the sample.
All inquiries, including questions, shall be made in writing and forwarded to the purchasing agent via email by no later than five (5) business days prior to the proposal due date, which is May 14, 2026, by 12:00 noon.
